What is the incentive for a lower-middle class family to upgrade their gas furnace to a heat pump. On the contrary, the wealthier lot can afford it.

$15 a day daycare failed for this reason. A family with a combined income exceeding $200K is eligible for the same subsidy as a family making less than $100K.
