The inspection will cover the following roads:

* Mpigi–Kanoni – 60 km
* Kanoni–Maddu – 34 km
* Maddu–Kyayi–R. Nabakazi
* Kabulasoke–Miwuula Junction – 20 km (FA)
* Miwuula–Lukaya – 30 km
* Villa Maria–Sembabule – 38 km
* Sembabule–Nkonge – 58 km
* Kasambya–R. Mubende–Kakumiro – 30 km
* Nabakazi Road – 28 km
* Kakumiro–Nkondo – 12 km

The inspection is assessing the progress, quality and compliance with Ministry standards, while identifying challenges and areas requiring intervention to ensure value for money and better road services to communities.

Kampala is upgrading its infrastructure through the $288 million Kampala City Roads Rehabilitation Project (KCRRP), focusing on underground drainage and utilities before laying tarmac to prevent recurring floods.

Current Road and Drainage Works
>New Sequencing: Authorities are prioritizing large drainage systems, walkways, and underground service ducts for water, electricity, and telecom lines before putting down new tarmac. This stops utility companies from digging up finished roads later.
>Active Areas: Projects are spanning key zones like the Industrial Area, Sir Apollo Kaggwa Road, Nakawa-Ntinda, Kulambiro Ring Road, and a newly launched 70-kilometer phase in Makindye Division.
>Challenges: Citizens and lawmakers have raised concerns over persistent traffic congestion, delays, and incomplete segments tied to funding or contractor execution.

I joined the Minister of Works and Transport, @HonByamukama to inspect the progress of the Masaka–Kyotera–Mutukula Road project today.

With physical progress standing at only 23%, the pace of work remains unsatisfactory and below Government’s expectations. Hon. Byamukama expressed concern over the slow progress and issued a firm directive to the contractor to commence tarmacking within the next 90 days while accelerating all outstanding works.

Government already committed and approved UGX 629 billion for the implementation of this project for a period of 2024–2028 programme. The contractor must now match this commitment with tangible progress on the ground. We will continue to closely monitor the works to ensure timely delivery of this critical road, which is essential for trade, regional connectivity, and the socio-economic transformation of our people.

🚧Greater Masaka Infrastructure development 🤝
Minister of Works & Transport @HonByamukama is currently inspecting the Masaka–Kyotera–Mutukula Road Project to assess the progress of ongoing construction works & ensure that implementation is in line with the approved work plan, engineering specifications & contractual timelines. The inspection includes engagements with the supervising engineers & the contractor to review the pace of work, address implementation challenges, and emphasize the timely delivery of a high-quality road

Inspection Findings and Issues
Slow Progress: Only 30% physical completion achieved nearly two years into the project timeline.
Dust and Disruption: Large stretches remain severely dusty because the contractor (Chongqing International Construction Corporation - CICO) only waters active construction zones, harming local businesses.
Design and Standard Concerns: Ongoing debates regarding structural designs to handle heavy cross-border truck freight traffic to the Tanzanian border at Mutukula.

Next Steps and Government Action
Contractor Engagement: The government plans to formally engage CICO to accelerate implementation pace.
Mitigating Local Impact: Directing increased mitigation efforts for dust control and easing transportation obstacles for residents along the corridor.

Today, I inspected the ongoing construction works on the Masaka–Kyotera–Mutukula Road, a strategic regional corridor that connects Uganda to the United Republic of Tanzania and serves as a vital route for trade, tourism and cross-border movement.

I am concerned that with only two years remaining on the contract, just about 30% of the works have been completed. This pace is not satisfactory for a project of such national and regional importance.

I directed the contractor to intensify dust suppression by regularly watering the entire corridor, to prevent accidents which have become a common occurrence due to the dust and lack of speed humps.

The contractor has 90 days to commence tarmarcing of the road!

@MoWT_Uganda will maintain close supervision of this project to ensure improved performance, adherence to quality standards and timely delivery.
