@ringods Great question! The per-environment pipeline has optional jobs that are manually triggered and perform do tear-down.
So the sequence would be remove the file, then run the tear-down job.

Control Tower 0.9.0 is out, which deploys Concourse 5.8.0!
All AWS Control Tower uses MUST upgrade to this before February 5th 2020, as AWS are rolling their RDS CA cert. Just run Control Tower's self-update pipeline and you should be fine.
