My experience with AD&D 1 was that the base building aspect (get to level 9-10, get a bunch of troops for free if you build your class' base) was never bothered with. I'd love to see the base/community building aspect of D&D made more central as time moves forward.

With the caveat that different people get different things out of D&D, it's worth noting that every edition of the game has managed to grow some sort of base-building/downtime sub system, and there's always an audience for that.
