@ZahavaStadler @EveryTxn The way it is designed, it should be a wash. State dollars replace the local funding lost to the increased homestead exemption. So, the state share increases slightly, but it does not result in increased revenue for ISDs. Recapture should be modestly reduced.

You cannot have true local control unless you have the necessary resources from the state.
Each of you should have full state funding to keep every campus safe, whether it is hardening facilities, providing an SRO for every campus, or whatever local needs exist in your district.
Texas funds students.
If a student isn't present, Texas law says the state doesn't write a check for that student's education.
More attendance, more money.
Less attendance, less money.
That's current law.
