The answer is No.
The Protocol recognizes that, in rare and exceptional circumstances, a composite claim may be appropriate where:

โ๏ธ A reasonable allocation between those causes cannot be made.
This is an exceptionโnot the general rule.
In practice, contractors should always seek to establish clear cause-and-effect relationships and substantiate individual heads of claim wherever possible. A global claim should only be considered when proper separation is genuinely impossible.

A reliable and defensible delay analysis cannot be performed without a sufficient understanding of scheduling logic and CPM principles.
This is because delay analysis is not merely a matter of placing delay events in chronological order or adding up the number of delay days.
๐๐ก๐ ๐๐ง๐๐ฅ๐ฒ๐ฌ๐ญ ๐ฆ๐ฎ๐ฌ๐ญ ๐๐ ๐๐๐ฅ๐ ๐ญ๐จ ๐ฉ๐ซ๐จ๐ฉ๐๐ซ๐ฅ๐ฒ ๐๐ฌ๐ฌ๐๐ฌ๐ฌ:
โข the logical relationships between activities,
โข the critical path and changes in the critical path,
โข total float,
โข calendars and constraints,
โข the difference between planned and actual progress,
โข the effects of resequencing, mitigation and acceleration,
โข whether an event delays only progress or also the contractual completion date.
According to the SCL Delay and Disruption Protocol, delay analysis will typically require identification of the critical path to completion. The Protocol also recognises that critical path analysis does not always have to be performed using scheduling software; on some projects, criticality may be established more reliably through project records, production data or resource data.
However, this does not mean that knowledge of scheduling is any less important.
The clearest example is the As-Planned versus As-Built Windows Analysis method. The SCL describes this method as being less reliant on scheduling software than Time Slice Windows Analysis. It may be used particularly where reliable contemporaneous programme updates are unavailable or where the validity of the baseline programme is in question.
Nevertheless, within each window, the analyst must:
โข determine the contemporaneous or actual critical path,
โข identify where and to what extent critical delay occurred,
โข compare planned dates with actual dates,
โข investigate the delay events through the project records,
โข clearly explain the rationale by which criticality was determined.
Moreover, according to the SCL, even As-Planned versus As-Built Windows Analysis requires, at a minimum, a baseline programme and reliable as-built data.
The fundamental distinction is therefore:
As-Planned versus As-Built Windows Analysis may be less reliant on scheduling software, but it is not less reliant on scheduling logic.
Indeed, as reliance on software decreases, the analystโs scheduling knowledge, technical judgement and responsibility to explain criticality become even more important.
Primavera P6 or similar software is only a tool. What makes a reliable delay analysis possible is the ability to interpret the programme, challenge the logic relationships, correctly identify the critical path and technically demonstrate the cause-and-effect relationship between a delay event and the completion date.
