@scottlincicome@NewYorkFed Who is paying the other 10%? There is no other mechanism but for the importer to pay them. The only exception would be a bonded warehouse or foreign trade zone, but goods imported into them don’t pay duties.

@Budget I appreciate the response but come on, no one has ever been charged more at a hotel for staying less nights. Besides, I pre-paid so what possible business rationale could you give for having this policy?? That is not rhetorical, I would really like to know.
