For those following #moleg today . . . the legislature must complete the budget bills by 6 p.m., but the bills don't head to the governor's desk until they're enrolled, engrossed, and signed later in the month.
@RudiKellerMI@J_Hancock Prior to '42, a recess for more than three days was deemed a sine die adjournment. After amendment, Hamlin proposed a two-week vacation in '43, 10-day spring recess occurred in April '43. Regular Easter recess week thereafter, into at least '80s.
@rogersforKC Without several fixed deadlines in joint rules (e.g., bill crossover from chamber to chamber; only conference committees and procedural gatekeeper committees meeting during last 2 weeks, etc.), shortening session length does zero to change dynamics, productivity, and quality.
How soon we forget, @scottfaughn. Aug. 7, 2018.

@scottfaughn Special election.
Last R may have been 1976.
'82, Danner > Cox (D), Staples > Dinger (D); '76, Russell > Noland (R); '74, Conway > Linehan (D), Murray > Stone (R); '68, Howard > Kinney (D); '64, Jones > Macon (R); '54, Joynt > Hess (D); Kelly > Dickson (R), Hill > Robinett (R)
For those looking in MO. Const. for the provision where holdover senators "follow their (odd) district number" or are reassigned to new odd-numbered districts not up for election in 2022 . . . you won't find it. #moleg
@arnoldlobbycom Transmittal letter appears to indicate this was final plan. Constitutional provision uses the phrase "tentative plan," but it doesn't actually provide for the JRC making two filings (tentative and final) w SoS.
