Thanks @UPS & @UPS_Help — the UK team responded, but they advised the issue must be handled by UPS Switzerland.
Unfortunately, UPS Switzerland support has repeatedly refused to correct the DDP billing error, and the parcel remains blocked.
Can someone from @UPS_Suisse please take responsibility and release the package?
