if you log out of twitter, and click a link through to someone's twitter timeline, it will show their tweets sorted by number of likes.
Not sure if this is a bug, but I like it.

@paulg wikipedia measures "notability" by number of third party articles written about the person. You need to submit the links to the articles about her.
It's not a perfect system, but it is a system.
