Everyone outside of the top 20 programs, or more than 400 schools, are operating in the red. Restrict it to preserve the system of intercollegiate athletics and to maintain a focus on the true mission which is education. They are maintaining competitive balance, period.

I think the NCAA who is a collective of non-profit athletics programs that are heavily subsidized by the US and state level taxpayers, and that effect the US Public Education system, should receive exemptions, lawsuit protection, etc.

The could investigate, and punish the offending programs under the NCAA rules which all of these programs are member institutions of. It doesn’t need to be a “law”. Congress needs to do its job and grant NCAA anti-trust exemptions.
