To understand the real value of the RM50 billion MRT3 project, we need to look at the Benefit-Cost Ratio or BCR.

Think of infrastructure investment like a machine. You feed tax money into one end, and the machine churns out economic value—time saved, petrol saved, and cleaner air—at the other end.

The rule is simple: If you put RM1.00 in, you must get at least RM1.01 back.

If the BCR is greater than 1.0, the nation gets richer. If the BCR is less than 1.0, the nation gets poorer.

How do we calculate this?

We sum up all the costs over 30 years: the huge construction bill plus the annual electricity and maintenance bills. Then we sum up the benefits. We estimate how many hours commuters save, convert that time into cash, and add the fuel subsidies the government saves.

Crucially, we discount future money. A RM100 benefit in the year 2055 is not worth RM100 today. We shrink future value by 7% every year to see what it is worth in today's Ringgit.

We ran the numbers for the MRT3 using strict, honest accounting standards rather than the inflated numbers often used by consultants.

The Total Cost in today's value is RM57.5 Billion. The Total Benefit in today's value is RM28.2 Billion.

The Result: The Benefit-Cost Ratio is 0.49.

This means for every RM1.00 of public funds spent on this project, Malaysia only gets back 49 sen in economic value.

By strict economic definition, this is not an investment. It is a destruction of capital.

This is clear from section 375(g) Penal Code, which states “ A man is said to commit rape….”
The Penal Code does not criminalise the female victim.
So its beyond ridiculous for the police to suggest this.
The whole rationale of creating the statutory offence of rape is to protect underage girls. Their “consent” is irrelevant, because they’re incapable of fully understanding the act or its consequences. This stand by the police will mean many parents or teachers who discover cases of statutory rape may not report it for fear of implicating the poor girl. What were the police thinking in making such a harmful statement? And why is the govt, the Home minister & Women’s minister totally silent?
