MoU Signed Between Energy Department, Government of Rajasthan and Ashoka Centre for a People-Centric Energy Transition (ACPET)/IFRE

In a significant step towards strengthening Rajasthan’s clean energy transition, and Research based interventions for developing robust power systems a Memorandum of Understanding (MoU) was signed today between Energy Department, Government of Rajasthan, and the Ashoka Centre for a People-Centric Energy Transition (ACPET) through International Foundation for Research and Education IFRE a Delhi based Research Organisation.
The MoU ceremony and detailed presentations and discussions were held under the chairmanship of ACS Energy, Sh Ajitabh Sharma, in presence of Dr Rohit Gupta, CMD RRECL and other senior officials of Energy sector.
The MoU was signed on behalf of the Energy Department by Joint Secretary Shri Sourabh Swami, and by Mr. Vaibhav Chaudhary, Director – ACPET and Professor Gaurav Bhatiyani from ACPET.
This collaboration aims to advance research, policy support, and capacity-building initiatives focused on enabling a people-centric and sustainable energy transition in the state.
Under this partnership, both institutions will work jointly in the following key areas:
• Time-of-Day Tariff (ToD): Supporting the design, awareness, and implementation of time-based electricity tariff mechanisms to encourage efficient energy consumption patterns.
• Demand Flexibility: Promoting strategies and pilot initiatives to improve demand-side management and enhance efficiency and reliability.
• Energy -SIP and Storage Related Activities: Collaborating on the implementation of E-SIP initiatives and other capacity-building, research, and outreach activities to accelerate clean energy adoption.
The MoU marks an important milestone in fostering knowledge partnerships and strengthening Rajasthan’s commitment to a resilient, efficient, and consumer-focused energy ecosystem.

Looking at the rising quantum of RE power injection in the grid and for future power management for round the clock power analysis analysis of data and power flow patterns with Load Dispach Centers of the State is need of the hour , also to understand the evolving regulatory aspects of Grid and transmission networks and support research-based policymaking in Rajasthan’s power sector, the Energy Department, Government of Rajasthan signed a Memorandum of Understanding (MoU) with Prayas( Energy Group) , pune on 13 th January 2026 at Vidyut Bhawan, Jaipur.

.The MoU was signed by Sh. Sourabh Swami, Joint Secretary (Energy) and Ms Ann Jose., Lead of Prayas in presence of Director SLSC, Director (Technical) RRECL and other senior officers of RRECL and Energy department.
Prayas (Energy Group) is a non-profit organization based in Pune, India. Since 1994, Prayas (Energy Group) has been working on electricity sector policy, planning and regulatory processes related to power supply, fuel sector issues, renewable energy, energy efficiency, transmission, distribution, and finances in the distribution sector in various states.

Rajasthan's Chief Secretary Shri Sudhansh Pant chaired a review meeting today to assess the progress of MoUs signed during the Rising Rajasthan Global Investment Summit 2024.
During the meeting, Shri Pant directed all departments to maximize land allotment under RIICO’s Direct Land Allotment Policy and guide MoU holders in leveraging this initiative. Additionally, he emphasized the need for regular departmental reviews to ensure the swift execution of investment projects.
While highlighting the impact of the Rising Rajasthan Summit, Shri Pant commended officials across departments for their proactive efforts in advancing MoUs into the implementation stage.
