Most legislators aren't bought, and anybody who tells you a state senator sells his vote for $1,000 has never watched the job up close.
What happens is worse.
A part-time legislator with no staff walks in during January and gets handed 600 bills. Somebody hands him a summary. Somebody explains what the bill does, what the industry thinks, and which way his colleagues are leaning.
That somebody is paid by a client to get an outcome, and he's good enough at it to get hired again next year. Run that on 105 people with no staff, three months a year, for decades.
You don't have to buy anybody.
You just have to be the guy holding the paper.
