1⃣ full, meaningful and consistent engagement with diverse civil society actors and maintaining of efficient social dialogue

2⃣ Serious, result-based & timely implementation of #CEPA and CEPA+, with prospect of passing to the next steps

It is important to ensure, that senior officials in state bodies and local governments possess adequate knowledge of international labor rights, CEPA -related obligations and principles of social dialogue. Training programmes on labour standards & collective bargaining will help!

Another lapse in ensuring strong labor relations is the lack of protection mechanisms for workers' unions.
In certain state & municipal bodies there R cases of interference to rights to organise. Authorities must take appropriate measures to protect the independence of unions.

So far, none of these exist or ensured by national legislation, neither promoted or supported by the government, which is a serious challenge for Armenian workers, democracy and meaningful #CEPA implementation. It's a long overdue & these institutional lapses must be addressed❗️

✳️ designated employer for public sector;
✳️ ensured right for workers to collectively bargain w/ employers

The womb & cornerstone of good governance, democracy and non-corruption in wider terms is the social dialogue: system established & mandated by @ilo, implying that any decision that has social impact on society must be discussed among social partners: gov, employers & workers

This system is adopted by ILO and ratified by Armenia. It is also provided by #CEPA.
Yet, it is not transposed in national legislation in full manner leaving out the most important democratic institution to be enabled and function.

We highlight the importance of well-resourced institutions and reliable monitoring mechanisms to ensure that legislative reforms translate into tangible improvements in practice.

Transparency, predictability & accountability in implementing the new legislative package – together with clear and timely guidance for social partners R essential for strengthening trust & enabling all stakeholders to fully contribute to CEPA-aligned labour-market modernisation

We recognize persistent challenges relating to youth unemployment and NEET rates, and call for enhanced coordination between employment services, VET institutions, trade unions and employers, with special attention to rural   areas and vulnerable groups.

Full implementation of VET framework (vocational education and training) requires the timely adoption of outstanding sub-legislative acts and strengthened, institutionalized cooperation with trade unions and employers to ensure high-quality, labor-market-relevant training

Positive development of passing year is the ratification of the @ilo Convention 190
We look forward for its integration into the Labour Code & encourage the development of implementation mechanisms, support to businesses, capacity-building for labour inspection & judicial bodies

We stress the importance of modernizing 🇦🇲's OSH framework in line with CEPA and 🇪🇺 standards, incl. shift towards preventive, risk-based approach supported by adequate enforcement capacity & employer training, developing clear timelines & roadmaps for OSH under #CEPA

Have you heard about OSH?
Well, Armenia certainly hasn't.
OSH - Occupational Safety and Health - set of norms and regulations to enforce & promote safe, healthy & supportive work environment.
So far 🇦🇲 has no meanigful national regulation on this, which is counter-european! 👇

One more reminder, that strengthened cooperation between education institutions, social partners and public authorities is important to better address skills mismatches and support a   modern, competitive economy
