📢 Results from the Democracy R&D 2025 workshop
Following a collaborative workshop held during the 2025 Democracy R&D annual conference in Brussels, our partner https://t.co/aRWKsONGY3, alongside other democracy innovation actor Mehr Demokratie, DEMOS, and Thinks/CitizenLab wrote a framework concept paper on “How Digital Tools Bring Mini and Maxi Publics Together”.
This paper aims to map out the current state of the methodological debate and provides guidance on designing connections between mini- (such as citizen assemblies) and maxi-publics (the wider population) with 8 guiding questions and 4 illustrative examples.
This document aligns with EU-CIEMBLY project’s mission to explore how intersectionality can be more effectively integrated into democratic participation and deliberation. It emphasises the importance of linking smaller, randomly selected groups of citizens with wider publics to ensure that diverse voices and experiences influence the design of participatory processes and their outcomes.
By combining deliberative depth and participatory scale, this concept paper offers meaningful insights into building fairer, more responsive, and intersectional democratic systems across Europe.

À la suite d'un atelier collaboratif organisé lors de la conférence annuelle « Democracy R&D 2025 » à Bruxelles, notre partenaire https://t.co/aRWKsONGY3, en collaboration avec d'autres acteurs de l'innovation démocratique tels que Mehr Demokratie, DEMOS et Thinks/CitizenLab, a rédigé un document-cadre intitulé « Comment les outils numériques rapprochent les mini-publics et les maxi-publics ».
Ce document vise à dresser un état des lieux du débat méthodologique actuel et fournit des orientations pour relier les mini-publics (tels que les assemblées citoyennes) et les maxi-publics (la population au sens large) à l’aide de 8 questions directrices et de 4 exemples illustratifs.
Ce document s’inscrit dans la mission du projet EU-CIEMBLY, qui consiste à explorer comment l’intersectionnalité peut être intégrée plus efficacement dans la participation et la délibération démocratiques. Il souligne l’importance de relier des groupes de citoyens plus restreints, sélectionnés au hasard, à des publics plus larges afin de garantir que des voix et des expériences diverses influencent la conception des processus participatifs et leurs résultats.

Equity goes beyond formal equality, it ensures that all participants can take part meaningfully, regardless of barriers such as income, mobility, or language. EU-CIEMBLY promotes conditions that make this possible: accessibility support, translation, childcare, and fair compensation.

On 02 October, our team member Alice Leal talked about the EU-Horizon scheme with her academic peers, including colleagues and postgraduate students, at the University of the Witwatersrand, in Johannesburg, South Africa. The programme allows ideas, institutions and academics from the Global South and from the Global North to meet and come up with innovative solutions to global challenges. Our call is all about democracy: how can we increase democratic participation and make it more intersectional at all levels - local, national and translational? This is what we aim to find out in EU-CIEMBLY.

On 2–3 December, the @uniessex team held two co-design workshops to shape the local pilot citizens’ assembly on housing (coming early 2026).
👥 With Citizens Essex (Citizens UK), we heard from local residents and community members.
🎓 With the Students’ Union, we gathered insights from elected student reps.
Together, participants highlighted the need for:
• More community-led conversations on housing issues
• Inclusion of those most directly impacted
• Clear protocols for sensitive discussions and breaks
• Transparency and accountability in follow-up actions
This pilot will draw on the Power Sharing model, ensuring communities are at the heart of the process and challenging traditional top-down dynamics in citizens’ assemblies.
👉 Keep up to date as we continue co-designing with Citizens Essex and the Students’ Union to make housing issues central to the local pilot citizens’ assembly in 2026!

Στις 2–3 Δεκεμβρίου, η ομάδα του Πανεπιστημίου του Essex διοργάνωσε δύο εργαστήρια συν-σχεδιασμού για τη διαμόρφωση της συνέλευσης πολιτών για τη στέγαση στο πανεπιστήμιο και στην κοινότητα του Colchester.
👥 Με τους Citizens Essex (Citizens UK), ακούσαμε από κατοίκους και μέλη της κοινότητας σχετικά με .

Αμφισβητώντας τις παραδοσιακές δυναμικές στις συνελεύσεις πολιτών, στην διοργάνωση της συνέλευσης πολιτών μας, πρώτο μας μέλημα είναι να διασφαλίσουμε ότι οι κοινότητες βρίσκονται στο επίκεντρο της διαδικασίας.

Nel 2026, il consorzio organizzerà una formazione per facilitatori il 14 gennaio 2026, nella quale esploreremo i tre assi dell'intersezionalità presentati in uno dei nostri rapporti:
valorizzare modalità diverse di comunicazione
comprendere le dinamiche di potere nei contesti deliberativi
praticare la riflessività

Launched: Guidebook for Deliberative Engagement 📘

The Guidebook for Deliberative Engagement: Key Features and Practical Insights provides practical guidance for designing, implementing, and evaluating deliberative engagement.

Developed to support government agencies across Australia, it draws on decades of research and practical experience in deliberative democracy and has been grounded in practice through conversations led by the Centre for Deliberative Democracy with NSW Government stakeholders in 2024.

Μόλις κυκλοφόρησε: Οδηγός για Διαβουλευτική Συμμετοχή 📘

Ο Οδηγός για τη Διαβουλευτική Συμμετοχή: Βασικά Χαρακτηριστικά και Πρακτικές Γνώσεις αποτελεί έναν ολοκληρωμένο και πρακτικό πόρο για τον σχεδιασμό, την εφαρμογή και την αξιολόγηση διαδικασιών διαβουλευτικής συμμετοχής.

Ο Οδηγός έχει αναπτυχθεί για να υποστηρίξει κρατικούς φορείς σε ολόκληρη την Αυστραλία στην επιλογή των καταλληλότερων μεθόδων διαβουλευτικής συμμετοχής και στην αποτελεσματική εφαρμογή τους. Βασίζεται σε δεκαετίες έρευνας και πρακτικής εμπειρίας στη διαβουλευτική δημοκρατία και έχει εδραιωθεί στην πράξη μέσα από συζητήσεις που συντόνισε το Κέντρο Διαβουλευτικής Δημοκρατίας με φορείς της κυβέρνησης της Νέας Νότιας Ουαλίας το 2024.

EU-CIEMBLY Policy Brief: Intersectionality in EU Law and Policy
📌 Deliberative Democracy at a Crossroads

Intersectionality in the EU is still an emerging field, especially within deliberative democracy mechanisms like citizens’ assemblies.

As part of the EU-CIEMBLY project, researchers have reviewed EU legal and policy documents to identify gaps and offer recommendations for integrating intersectionality across EU policy and law.

Key insights:
-Intersectionality needs a clear analytical framework.
-It should be extensively embedded in policy and legal documents.
-The EU can enhance deliberative democracy by promoting intersectional approaches in Citizens’ Assemblies.

📌 Η Διαβουλευτική Δημοκρατία σε Σταυροδρόμι

Η διατομεακότητα (intersectionality) στην ΕΕ είναι ακόμα ένας ανεξερεύνητος τομέας, ειδικά στα πλαίσια μηχανισμών διαβουλευτικής δημοκρατίας, όπως οι συνέλευσεις πολιτών.

Στο πλαίσιο του έργου EU-CIEMBLY, οι ερευνητές εξέτασαν νομικά και πολιτικά έγγραφα της ΕΕ για να εντοπίσουν κενά και να προτείνουν τ��όπους ένταξης της διασταυρωτικότητας στις πολιτικές και το δίκαιο της ΕΕ.

Κύρια συμπεράσματα:
- Η διατομεακότητα (intersectionality) χρειάζεται σαφές αναλυτικό πλαίσιο.
- Πρέπει να ενσωματωθεί εκτενώς σε πολιτικά και νομικά έγγραφα.
- Η ΕΕ μπορεί να ενισχύσει τη διαβουλευτική δημοκρατία προωθώντας τέτοιου είδους προσεγγίσεις στις Συνελεύσεις Πολιτών.
