The sustainability of Rwanda's bilateral counter-terrorism deployment in Mozambique, if our forces are actually needed, depends on adequate, predictable funding.
This is what the European Peace Facility partly funds, and so far around €20m has been disbursed. The full cost to @RwandaGov is at least 10 times more, in addition to the ultimate sacrifice of loss of soldiers’ lives, all to stabilize Cabo Delgado.
Rwandan Forces went to Cabo Delgado in 2021 at the request of the Mozambican government, to work with a brotherly African country that needed the support, money was not the first consideration.
The results of this deployment are evident: civilians have returned to their homes, children are back in school, businesses reopened, mega foreign investments are secured.
To be clear, the work of RDF in countering terrorism in Cabo Delgado has benefitted the Mozambican people and the companies investing in LNG, and supporting that work is not a favor being granted to Rwanda.
Should the RDF Command assess that the work being done by Rwandan Security Forces in Cabo Delgado is not appreciated, they would be right to urge the government to end this bilateral counter-terrorism arrangement and pull out. @mattstephenhill
@SolomonSerwanjj@TimKalyegira Tim's take ignores a few key facts.1/ The DRC’s "mineral wealth" hasn't stopped supply de-risking globally. 2/ Peace is driven by the African-led Luanda/Nairobi processes, not just US "micromanagement."3/ Minimizing the FDLR threat overlooks Rwanda's legitimate security mandate.
Uganda is sitting on a tourism goldmine; the Ankole long-horned cattle. With 80+ sub-species found nowhere else but here, these majestic animals could earn us millions the same way tourists pay money to see gorillas, chimps or birds. We just need to package the Ankole Cow Heritage as a unique Ugandan experience.
In what way would stalking Rwandan cemeteries like this even conceivably be a "human rights" issue? Human Rights Watch is disingenuous & desperate for attention. How about using this technology to show the ongoing bombing of Banyamulenge villages by FARDC, the thousands of Burundian troops crossing into South Kivu to support FARDC & out-of-control VDP/Wazalendo militias who are killing civilians? Or is @HRW covering for these ongoing attacks by repeatedly & wrongly placing the blame on Rwanda?
