رحبتُ بفرصة لقاء عضو المجلس الرئاسي، فخامة السيد عبد الله اللافي، في طرابلس اليوم، مع اقتراب انتهاء فترة ولايتي في ليبيا.

أعربنا عن قلقنا إزاء التوترات الأخيرة في الزاوية وصرمان. واتفقنا على ضرورة التزام جميع الأطراف المعنية بعملية سياسية شاملة تؤدي إلى انتخابات وطنية ووحدة البلاد، باعتبارها الضمان الوحيد للاستقرار والازدهار على المدى الطويل.

وجددتُ التأكيد على دعم #الاتحاد_الأوروبي الكامل لجهود الوساطة التي تبذلها @HannaTetteh ولكافة المبادرات الدولية التي تدفع نحو تحقيق هذا الهدف.

I welcomed the opportunity to meet Presidential Council Member H.E. Abdullah Al Lafi in Tripoli today as my mandate in Libya approaches its conclusion.

We shared our concerns over the recent tensions in Zawyia and Sorman. We agreed on the need for all stakeholders to commit to an inclusive political process leading to national elections and unity as the only guarantee for long term stability and prosperity.

I reaffirmed the #EU’s full support for @HannaTetteh’s mediation efforts and for all international initiatives that advance this objective.

I appreciated the opportunity to join the Commander of Operation @EUNAVFOR_MED IRINI, Rear Admiral Marco Casapieri, and the Ambassador of Malta to Italy, Daniel Azzopardi, in welcoming the Secretary General of the General Command of the Libyan Arab Armed Forces, General Khairy Tamimi, to the Operation’s Headquarters in Rome today.

We finalised the procedures to establish a Maritime Rescue Coordination Centre in Benghazi under Operation IRINI, with funding from Italy and Malta. The Centre, together with dedicated training by IRINI and @EUBAMLibya, will strengthen Libya’s capacity to conduct search and rescue operations at sea in line with international standards and human rights.

The meeting marks an important milestone in the #EU-#Libya partnership to save lives at sea and advance rights-based migration and integrated border management.

It's a wrap! Through the #EULINKII project, we worked with Libyan partners to strengthen institutions, boost the professional skills of police & military personnel, & improve key infrastructure. Results?

✅More than 500 police officers & over 40 military officers received training
✅Key training & operational facilities were upgraded in Misrata, Benghazi & Wadi Bey
✅Healthcare services in Washka were supported with a new ultrasound machine.

The #EU remains committed to a more stable, resilient & prosperous Libya. This is #EUForeignPolicy in action!

Yesterday, the EU Delegation co-chaired with Libya's Ministry of Foreign Affairs the 6th Coordination Meeting of the #EUBMTLY project, implemented by @ICMPD, reviewing progress on border management training, professional standards, digitalisation &human rights-based approaches.

سررتُ اليوم بلقاء فخامة عضو المجلس الرئاسي، السيد موسى الكوني، في طرابلس، حيث أجرينا نقاشاً معمقاً حول الوضع في #ليبيا والجهود الدولية الرامية إلى تعزيز الوحدة الوطنية وتمهيد الطريق نحو الانتخابات.

اتفقنا على الأهمية القصوى للحفاظ على استقرار ليبيا، وصون وحدة مؤسساتها الوطنية وسلامتها، وضمان إدماج جنوب ليبيا بشكل كامل في العمليات السياسية والتنموية للبلاد.

I was pleased to meet with Presidential Council Member H.E. Mousa Al Koni in Tripoli today for an in-depth exchange on the situation in #Libya and international efforts to advance national unity and pave the way towards elections.

We agreed on the paramount importance of preserving Libya’s stability, safeguarding the unity and integrity of national institutions, and ensuring the full inclusion of southern Libya in the country’s political and development processes.

I reaffirmed the #EU’s support for @HannaTetteh’s mediation efforts and provided an update on the wide range of initiatives under the EU-Libya partnership aimed at strengthening governance, promoting sustainable development, supporting rights-based migration management, and enhancing security of the borders and across the country.

أطلعته على النتائج الواعدة للحوار الفني الأخير بين #الاتحاد_الأوروبي و#ليبيا حول الهجرة القائمة على الحقوق وإدارة الحدود في بروكسل، مؤكداً التزام الاتحاد الأوروبي بتعزيز الدعم الملموس للسلطات الليبية في جميع أنحاء البلاد.

استعرضنا التقدم المحرز في ملف الطيران المدني، والتعاون المستمر لدعم الحكم المحلي، وتوحيد المؤسسة العسكرية، بالإضافة إلى الجهود المبذولة لإنشاء مكتب وطني لبرنامج إيراسموس+ لتوسيع فرص التبادل في مجال التعليم العالي.

كما تبادلنا وجهات النظر حول الجهود الدولية الأخيرة لتعزيز الوحدة الوطنية وتنشيط العملية السياسية، مؤكدين دعم الاتحاد الأوروبي للمبادرات التي تعزز الاستقرار، وتحافظ على المسار الديمقراطي في ليبيا، وتُكمّل جهود التيسير التي تبذلها بعثة الأمم المتحدة للدعم في ليبيا @UNSMILibya.

Glad to meet with Acting Minister of Foreign Affairs H.E. Eltaher Elbaor in Tripoli this morning.

I briefed him on the promising outcomes of the latest #EU-#Libya technical dialogue on rights-based migration and border management in Brussels, reaffirming the European Union’s commitment to deepening tangible support to Libyan authorities across the country.

We reviewed progress on the civil aviation file, ongoing cooperation in support of local governance and military unification, as well as efforts to establish an Erasmus+ National Office to expand opportunities for higher education exchanges.

We also exchanged views on recent international efforts to advance national unity and reinvigorate the political process, reaffirming the EU’s support for initiatives that strengthen stability, preserve Libya’s democratic trajectory, and complement @UNSMILibya’s facilitation efforts.

رحّبتُ بفرصة استعراض شراكتنا مع رئيس جهاز خفر السواحل الليبي، اللواء رضا عيسى، في طرابلس اليوم.

أكّدتُ أن #ليبيا شريكٌ أساسي في جهود #الاتحاد_الأوروبي الشاملة نحو حوكمة بحرية فعّالة وقائمة على الحقوق في البحر الأبيض المتوسط.

نفخر بدعمنا المستمر لتطوير القدرات العملياتية لخفر السواحل في إطار اضطلاعه بمسؤوليته السيادية عن عمليات البحث والإنقاذ وحماية الأرواح في البحر.

ناقشنا سُبل تعزيز تعاوننا، بما في ذلك من خلال تحسين التدريب وبناء القدرات، وتطبيق المعايير الدولية البحرية ومعايير حقوق الإنسان، وتحسين التنسيق مع الشركاء الإقليميين.

Welcomed the opportunity to review our partnership with the Commander of the Libyan Coast Guard, Major General Reda Issa, in Tripoli today.

I stressed that #Libya is a crucial partner in the #EU’s comprehensive effort towards effective, rights-based maritime governance in the Mediterranean.

We are proud to support the continued development of the Coast Guard’s operational capabilities as it fulfils its sovereign responsibility for search and rescue operations and the protection of lives at sea.

We discussed ways to further strengthen our cooperation, including through enhanced training and capacity building, the application of international maritime and human rights standards, and improved coordination with regional partners.

It was a real pleasure to visit the city of Gharian and meet with Mayor Nasser Borshan, members of the Municipal and Social Councils, representatives of the University of Gharian, civil society organisations, local dignitaries, women leaders, and stakeholders from across a wide range of sectors.

We had an open and constructive discussion on the opportunities and challenges facing Gharian and the surrounding municipalities, as well as on how the European Union can continue to support locally led development efforts.

I reaffirmed the #EU’s commitment to working in partnership with national and local authorities, civil society, and academia to promote inclusive development, strengthen local governance, and create opportunities that improve people’s daily lives.

My team and I are deeply grateful for the warm hospitality we received throughout our visit. We particularly appreciated the opportunity to discover Gharian’s remarkable heritage, like the underground houses, and to visit a workshop showcasing its renowned pottery tradition, and, of course, to enjoy some delicious bazin.

Today, #Libya endorsed its Nationally Determined Contribution, National Adaptation Plan and Initial National Communication. With this framework, Libya is better equipped to respond to climate change.

Congratulations to the Government of National Unity for this important step! The EU is proud to be Libya’s main partner in this milestone, working with @UNDPLibya and GIZ.

Building on this progress, the #EU-Libyan Action for Cleaner Energy will to promote a greener, more resilient and more competitive energy sector.
