أكدتُ مجدداً أنه، وخلافاً لحملات التضليل المستمرة، لا يدعم الاتحاد الأوروبي ولا دوله الأعضاء توطين المهاجرين أو اللاجئين في ليبيا، ولا إنشاء مراكز للمهاجرين في البلاد.

مثل جميع الدول ذات السيادة، تملك ليبيا الحق في تحديد من يحق له دخول أراضيها بشكل قانوني، وفي التعاون مع الشركاء الإقليميين والدوليين لمكافحة تهريب البشر والاتجار بهم. ويظل #الاتحاد_الأوروبي ملتزماً بدعم هذه الجهود مع شركائنا في الأمم المتحدة، في ظل الاحترام الكامل لسيادة ليبيا والقانون الدولي، وحقوق الإنسان والمبادئ الإنسانية.

اتفقنا على أهمية مواصلة تعزيز تعاوننا بشكل أكبر لتعزيز أمن وإدارة الحدود البرية لليبيا، وزيادة العودة الطوعية للمهاجرين إلى بلدانهم الأصلية، وتكثيف الجهود لتفكيك الشبكات الإجرامية العابرة للحدود الوطنية التي تجني الأرباح من تهريب البشر والاتجار بهم في جميع أنحاء البلاد.

I was pleased to meet this morning with Acting Minister of Foreign Affairs H.E. Eltaher Elbaor, together with @EUBAMLibya Head of Mission Frederik Petersen.

I reaffirmed that, contrary to ongoing disinformation campaigns, neither the EU nor its Member States support the settlement of migrants or refugees in Libya, nor the establishment of migrant centres in the country.

Like all sovereign nations, Libya has the right to determine who may legally enter its territory and to cooperate with regional and international partners in combating human smuggling and trafficking. The #EU remains committed to supporting these efforts with our UN partners in full respect of Libyan sovereignty, international law, human rights, and humanitarian principles.

We agreed on the importance of further strengthening our cooperation to enhance the security and management of #Libya’s land borders, increase voluntary returns of migrants to their countries of origin, and intensify efforts to dismantle the transnational criminal networks that profit from human smuggling and trafficking across the country.

استكمالاً لاجتماعي الأخير مع المهندس بلقاسم حفتر، وخلال مهمتنا الحالية في بنغازي، التقى رئيس قسم التعاون مارتن بينيديك ورئيس العمليات في بعثة الاتحاد الأوروبي للمساعدة الحدودية في ليبيا @EUBAMLibya، أليسيو زوكاريني، بممثلين عن صندوق التنمية و إعادة إعمار ليبيا.

وتناولت مناقشاتهم طيفاً واسعاً من مجالات التعاون المحتملة، بما في ذلك الشراكات الأكاديمية والمنح الدراسية، والتخطيط العمراني والبنية التحتية، ودعم البلديات، والمساعدة في بناء قدرات المؤسسات المحلية والمجتمع المدني، فضلاً عن سلطات الجمارك والموانئ.

Building on my recent meeting with Eng. Belgasem Haftar, during our mission to Benghazi, Head of Cooperation Marton Benedek and @EUBAMLibya Head of Operations Alessio Zuccarini met with representatives of the Libyan Development and Reconstruction Fund.

Their discussion explored a broad range of areas for potential cooperation, including academic partnerships and scholarships; urban planning and infrastructure; support for municipalities; and capacity-building assistance for local institutions, civil society, as well as customs and port authorities.

They agreed to maintain close coordination to maximise the mutual benefits and impact of EU support.

شاركتُ اليوم، إلى جانب ممثلين عن المديرية العامة للشؤون الداخلية والهجرة في الاتحاد الأوروبي، والمديرية العامة للشرق الأوسط وشمال أفريقيا، وبعثة الاتحاد الأوروبي للمساعدة الحدودية في ليبيا @EUBAMLibya، وعملية الاتحاد الأوروبي البحرية "إيريني" @EUNAVFOR_MED، في الاجتماع الثامن للبعثة الفنية للاتحاد الأوروبي المعنية بالهجرة وإدارة الحدود القائمة على الحقوق، وذلك مع ممثلين عن المؤسسات المعنية في بنغازي.

وأعربُ عن امتناني للدعم الذي قدمته القيادة العامة للقوات المسلحة العربية الليبية في تيسير وإنجاح هذا الاجتماع المثمر.

وقد أشدتُ بجهود السلطات في مختلف أنحاء البلاد لتحسين حوكمة ملف الهجرة بما يتماشى مع المسؤوليات السيادية، وأكدتُ دعم الاتحاد الأوروبي لضمان توافق هذه الجهود مع المعايير الدولية وحقوق الإنسان.

كما استعرضنا التقدم المُحرز والتحديات القائمة، واتفقنا على تعزيز وتفعيل حوارنا بالتعاون الوثيق مع وكالات الأمم المتحدة المعنية، في عدد من المجالات الرئيسية، منها:

• دعم إدارة وأمن الحدود البرية
• تنفيذ عمليات بحث وإنقاذ لإنقاذ الأرواح في البحر والصحراء، بما في ذلك إنشاء مركز لتنسيق الإنقاذ البحري في بنغازي
• تعزيز الحوار بشأن مكافحة شبكات تهريب المهاجرين والاتجار بالبشر العابرة للحدود
• العودة الإنسانية الطوعية
• الحماية الإنسانية للمهاجرين واللاجئين

واتفقنا على البقاء على تواصل وثيق، ومواصلة تكثيف تبادلنا و حوارنا، لدعم ليبيا في تطوير إدارة فعّالة ومنسقة وإنسانية للهجرة والحدود، بدعم من الاتحاد الأوروبي.

Together with representatives from DG HOME, DG MENA, @EUBAMLibya, and Operation @EUNAVFOR_MED IRINI, I participated today in the 8th meeting of the #EU Technical Mission on Rights-Based Migration and Border Management with representatives of institutions in Benghazi.

I am grateful for the support provided by the General Command of the Libyan Arab Armed Forces to this productive meeting.

I commended the efforts of authorities nationwide to improve the governance of migration in line with sovereign responsibilities and confirmed the EU’s support to ensure alignment with international standards and human rights.

We reviewed progress and challenges, and agreed to advance the operationalization of our dialogue in close cooperation with the relevant UN agencies in key areas including:

• Support for land border management and security
• Search and rescue to save lives at sea and in the desert, including by establishing a Maritime Rescue Coordination Center in Benghazi
• Enhanced dialogue on combating transnational human smuggling and trafficking networks
• Voluntary humanitarian returns
• Humanitarian protection of migrants and refugees

We agreed to remain in close contact and further intensify our exchanges to support Libya in developing effective, coordinated, and humane migration and border management with EU support.

شكلت ورشة العمل المنعقدة اليوم حول دعم إدارة الهجرة و الحدود، المقدم من #الاتحاد_الأوروبي والدول الشريكة، فرصة سانحة لمراجعة مبادئ وأهداف وأنشطة التعاون القائم مع ليبيا، وذلك بالتعاون مع وكالات الأمم المتحدة المعنية والشركاء الآخرين.

أكدتُ، برفقة رئيس قسم التعاون السيد مارتون بينيديك، ورئيس بعثة @EUBAMLibya، السيد فريدريك بيترسن، مجدداً التزام الاتحاد الأوروبي بدعم إدارة الهجرة و الحدود بشكل فعال ومنسق وإنساني في #ليبيا.

أتوجه بالشكر إلى وزارة الخارجية الليبية، وكافة ممثلي وزارتي الداخلية والدفاع، وأجهزة إنفاذ القانون والقوات المسلحة، على مساهمتهم في إنجاح هذا التبادل الهام.

Today’s workshop on migration and border management support provided by the #EU and partner countries offered a valuable opportunity to review the principles, objectives and ongoing activities of our cooperation with Libya together with the relevant UN agencies and other partners.

With Head of Cooperation Marton Benedek and @EUBAMLibya Head of Mission Frederik Petersen, I reaffirmed the EU’s commitment to supporting effective, coordinated and humane migration governance and border management in #Libya.

I thank the Libyan Ministry of Foreign Affairs, as well as all representatives from the Ministry of Interior and Ministry of Defence, law enforcement agencies and armed forces, for contributing to the success of this important exchange.

تشرّفت بفرصة الاجتماع بمعالي وزير المالية، السيد راشد أبو غفة، في طرابلس بعد ظهر اليوم، وذلك برفقة رئيس قسم التعاون السيد مارتون بينيديك.

حيث جددتُ التأكيد على دعم #الاتحاد_الأوروبي للجهود المستمرة الرامية إلى توحيد الميزانية وضمان استدامة الإنفاق العام، وهي خطوات أساسية لحماية الاستقرار المالي وضمان رفاهية الأسر والأعمال الليبية.

كما شددتُ على أهمية البناء على هذه الجهود بالتعاون مع المؤسسات الرقابية، لتعزيز المساءلة والشفافية في إدارة الموارد العامة، بما في ذلك الحفاظ على الدور الحيوي للمؤسسة الوطنية للنفط واستقلاليتها وتعزيزهما.

سيواصل الاتحاد الأوروبي دعم ليبيا في معالجتها لهذه التحديات ودفعها نحو الإصلاحات العاجلة، بما في ذلك من خلال برنامج #الاستثمار_لصالح_ليبيا الذي ينفذه خبراء فرنسا @EF_in_LY.

Appreciated the opportunity to meet with the Minister of Finance, H.E. Rashid Abu Ghafa, in Tripoli this afternoon together with Head of Cooperation Marton Benedek.

I reaffirmed the #EU’s support for ongoing efforts toward budget unification and sustainable public spending, which are essential to safeguarding financial stability and the well-being of Libyan families and businesses.

I also underscored the importance of building on these efforts together with oversight institutions to strengthen accountability and transparency in the management of public resources, including by preserving and reinforcing the vital role and independence of the National Oil Corporation.

The EU will continue to support Libya as it addresses these challenges and advances urgent reforms, including through the #Invest4Libya programme implemented by @EF_in_LY.

EU Member States’ Ambassadors to Libya, the @EUBAMLibya Head of Mission, the Commander of Operation @EUNAVFOR_MED IRINI and I were honoured to welcome SRSG @HannaTetteh to our monthly coordination meeting in Tripoli today.

She shared updates on her efforts to advance the political process through the Structured Dialogue and the 4+4 Small Convening, as well as her assessment of the next steps ahead.

We reaffirmed our strong appreciation and support for her facilitation efforts, and renewed our commitment to encourage all Libyan stakeholders to engage genuinely with @UNSMILibya’s roadmap in support of Libya’s sovereignty, unity, stability and prosperity.

Today I had the pleasure of welcoming to #Libya the new Ambassador of the People’s Republic of China, H.E. Ma Xuliang.

We exchanged views on the latest political and security developments in Libya and the wider region, reaffirming our shared commitment to a sovereign, united, stable, and prosperous Libya.

The #EU and China support @UNSMILibya’s Libyan-led and Libyan-owned political process, as well as the continued constructive engagement of all international partners in support of @HannaTetteh’s mediation efforts.
