The massive bombings and attacks overnight targeting civilians and the Kyiv Pechersk Lavra, a UNESCO site, are yet another reminder that Russia is continuing its escalation.
These attacks demonstrate Russia’s unwillingness to engage seriously in peace negotiations.
But time is not on Russia’s side.
When G7 Leaders meet in Evian today, we will discuss how to increase pressure on Russia to come to the negotiating table for a just and lasting peace in Ukraine.
The US and Iran have announced a deal to end the war and re-open the Strait of Hormuz.
This marks a potential breakthrough. It can give much needed space for deeper negotiations on Iran’s nuclear programme and other critical issues. Once implemented, the deal should also ease the global energy crisis.
I have spoken to my Iranian and Gulf counterparts in recent days, and today, EU Foreign Ministers will discuss how the EU can be closely involved in the next phase.
From economic leverage to nuclear expertise and longstanding relationships with Gulf partners, the EU stands ready to contribute to a sustainable resolution.
I welcome the agreement just announced between Washington and Tehran. I look forward to an end to this costly war and to the full restoration of freedom of navigation in the Strait of Hormuz.
I commend the tireless diplomatic efforts of all those who made this deal possible.
Weapons must now fall silent, and outstanding differences must be resolved by peaceful means, in accordance with international law. The European Union is ready to contribute to advancing a comprehensive strategy for lasting peace across the Middle East.
Enough is enough. Time for a ceasefire now.

Despite the gravity of the challenges before us, it is always a pleasure to meet UN Secretary-General @antonioguterres.
We discussed a wide range of issues, including the wars in the Middle East and their global implications, as well as Russia’s war in Ukraine.
The EU will remain one of the UN's biggest backers.
Last night, Russia launched yet another horrendous attack against civilian targets in Ukraine. As people slept in their homes, the cities of Kyiv, Dnipro, Odesa, and Kharkiv were struck by dozens of ballistic missiles and hundreds of drones.
Russian armed forces deliberately carried out follow-up strikes on Ukrainian emergency services as first responders arrived to save lives.
Our thoughts are with those wounded and the families of the victims of these outrageous attacks.
Russia’s war of aggression against Ukraine has failed, and so it chooses to deliberately terrorize civilians.
Russia must stop this war of terror. A comprehensive, just, and lasting peace for Ukraine based on the principles of the UN Charter and international law must be achieved.
To that end, the EU will continue to increase the pressure on Russia. And we will uphold our steadfast support for Ukraine as it defends itself against Russian aggression.
International law applies to all States, without exception.
Respect for its rules is not optional.
Without it, instability spreads, mistrust deepens & conflicts spiral out of control.
This is not the moment to retreat from international law.
It is the moment to reaffirm it.
Peacekeepers, protected under int'l law, must never be the target of attacks.

I welcome the announcement by the United States and Iran of a two-week ceasefire. I urge all parties to uphold its terms in order to achieve sustainable peace in the region.
The EU stands ready to support ongoing efforts and remains in close contact with its partners in the region.

The U.S.–Iran agreement on a ceasefire is a step back from the brink after weeks of escalation.
It creates a much-needed chance to tone down threats, stop missiles, restart shipping, and create space for diplomacy towards a lasting agreement. The Strait of Hormuz must be open for passage again.
I spoke to Pakistani Foreign Minister @MIshaqDar50 and thanked him for securing this initial deal. The door to mediation must remain open, as the underlying causes of the war remain unresolved.
The EU stands ready to support those efforts and is in touch with partners in the region. I will discuss this in Saudi Arabia today.

I met with several of them to listen to their heartbreaking stories.
Civilians must be respected & protected at all times.
This war must end.
A multipolar world requires multilateral solutions.
In this new reality, the EU must defend the rules-based international order. Violations of international law must not be accepted, human rights violations must not be tolerated.
Freedom and human rights cannot be achieved through bombs. Only international law upholds them.
