@paradoxic_l flat pen is generally better on champions with high base damages, while deathcap is better on champions with high ratios. literally every other item in the game is utility and should be treated as such.

TLDR some combination of (base + ap)/((enemyMr*1-%pen)-flat) will result in the highest damage to the target. some champions dump 600% ap in a combo, some dump 130%.

@paradoxic_l unintuitively Cryptbloom is better than void against targets with more than around 64 MR (for mid, assuming Sorcs+shadowflame+%pen) or against targets with less than 55 MR. But if you are playing against squishies as solo ap (very few champions will exceed 55 mr from base stats)
