This is clearly fake. No WMagazine interview has ever mentioned this. Someone on pann saw a few similarities and decided to post it.

First, "Lolita" concept is used to refer to the sexualized presentation of a young girl, frequently one who has only recently reached the age of consent, appears to be younger than the age of consent.
If anything, SM Entertainment is to blame for allowing Yeri to participate in such a project while being underage but Min Heejin just did her job (shown below).
Regarding the alleged sexualization of NewJeans

Regardless of if you think this is over sexualization or not, what is being addressed here was not under MHJ power to decide. OP also mentioned SHINee which is already addressed in a different thread.

Here’s some context for a tweet that blew up. The tweet stated that she has a pattern of sexualizing group’s members as soon as they hit legal age, for example:

Now, it is worth repeating that Min Heejin is not a stylist or a choreographer. This is MHJ work for Pink Tape, Nu Abo and Hot Summer respectively.

Min Heejin joined SM Entertainment as a graphic designer in 2002. It wasn’t until 2017 that she joined SM’s board of directors, so she didn't even have major influence prior.
Another interesting fact is that SM created a show called SM Rookies with NCT Jisung, at that time 11 years old of age, and exposed a bunch of other minors on TV, MHJ was not involved in any of this but it didn’t generate a quarter of a reaction than what NewJeans Hyein did.
