Fixing bugs, and adding new configuration features.

- Mempool configuration: limit the total size (& lifetime of a TX) living in the mempool to prevent memory exhaustion on low-end devices.
- Bug fix of reference verification on different blockDAG order that could stuck a chain sync. If the previous block wasn't marked as executed, it would prevent syncing the next block.
- Add daemon CLI commands export_account_txs
- Add temp ban config for daemon
- P2P Latency sort for best peer selection during chain sync
- Temp ban on block pre verify failed
- Configurable websocket server limits
- Track pending TXs in wallet
- support Blob in wallet
- Expose CLI configs as a library
- Update TransactionResponse from wallet RPC to match the one returned by daemon RPC

Update when you have time, this is mostly new features being released with a few bug fixes for node runners that could have an issue with chain synchronization.

No need to resync/rescan anything, simply swap the binaries.

Highlights
- Fast sync has been improved (again) to be much more scalable with the upcoming Smart Contracts.
- Better compatibility with low-end devices: Our goal is to be able to run the node on ANY device, that's why some parts of the P2P and a new DB backend has been implemented to align with our target.
- Better P2P blocks/transactions propagation: reduced block propagation latency which should result in reduced orphaned / side blocks count (which is also required in case we move to a faster block time)
- Better P2P stability with few internal changes (including the upgraded peerlist for faster new peer finding)
- Configurable P2P Proxy in case you want to fully hide your IP Address to your outgoing peers (SOCKS),
- Configurable max outgoing peers (set to 8 by default, while the maximum total peers stay to 32). You can increase it if wanted, but best is to make your node a public one so others peers can connect to your node and helps to decentralize the network even more.
- Metrics are now available on xelis_daemon for those who want to build a Grafana dashboard for monitoring your node(s), and can be improved over time if you have ideas on what else can be tracked.
- XVM (XELIS Virtual Machine) improvements including new stdlib api
- XSWD Relayer (WIP) implementation for future support of dApps across differents devices through a secure (encrypted) channel.
- ZK Proofs verification optimized for faster TXs verifications
- Improved TXs batching verification
