It is not a foreshadowing, it is the moment char lost his freedom, but everyone was cruel about it without understanding him, treating him as a sacrifice, then when he becomes MIA in the end of zeta non of them did anything for humans to leave the earth and go to space making char sacrifice meaningless, and they rejoined the federation as if char may had not died for the AEUG.
Anyone in his place will be angry that if he truly died at that moment, they left his sacrifice meaningless, and Amuro lied to him when he talked about taking humans to leave earth for space.
Return to episode 16 when Char said, " During onc's lifetime, there are things one should do. And doing those things is the best tribute to those who have died."
So char became bitter with amuro in CCA and decided to take humans to space himself, while hating amuro for having the power and experiencing live changing extraordinary newtype connection yet still chosen to became an ordinary man, even though amuro sacrificed char freedom and did nothing for the promise of taking humans to space, and still working for the earth federation on top of that. It was just deep hatred for everyone denied char ordinary life as a soldier in Dakar, yet they didn't step up to space independence and sacrificed to it like they demanded him to do after he became MIA.
He tried to be nice to her and understand her, but they were coming from different directions, and so it didn't work... it was a matter of misunderstanding, not that he wanted her to be a mother to him...
It's just that he didn't know what she wanted because he could not read minds, and she figured out that Char was not going to satisfy her or give her what she wanted, nor she gave him the curtsy of him being in too difficult of a political position to even think of romance now he needed to lead the AEUG.
She was a realistic woman. She won't waste time on a man who is not planning on settling down and leaving the military.
And char is not the type of man to consider a women who doesn't have the same path as him.
And that is why it didn't work out.

His only problem with amuro is that he is a powerful newtype but is being a tool instead of being something bigger in life and making a change... he is bitter because amuro had the newtype power char seeks, but amuro stays an ordinary man instead of seeking to extraordinary like him. Even though amuro experienced an extraordinary connection with lalah, which seems like a waste of that power to be given to amuro... and that's why he can't but hate amuro because amuro is choosing to be a little man.
The "may have become" is an indication that she didn't reach that level yet.
So he didn't even have that sort of close relationship with her to begin with.
Char was crying a lost opportunity, lalah may have known another way to help the earth that char didn't, but who killed her didn't have another way to help the earth so he didn't have the right to judge him.
If we looked back at the 0079 anime, he asked lalah to guide him, but when she asked him to wear the normal suit, he said, "As you like" and then ignored that and go out without one, indicating that is not the sort of guidance that he seeks but what he seeks is a guidance in bigger things, and lalah didn't have tha opportunity to give him that, since she dies in the hand of amuro that same battle.
Amuro, who was a powerful neotype, but he is a tool in the hands of the federation, trying to stop char without a project of his own to stop earth distraction...
That is the conversation that we have between them in axis, Amuro thinks that Char wants to change the world, but Char said he don't want that, and that Amuro is a tool of the federation.
So if we returned to the endings, Char is trying to make amuro understand the big picture, but amuro constantly bushings him to trivial things, to the point of calling Char a narrow-minded fo don't have a board mind, char how was trying his hard to get amuro to see the big picture lashes at amuro and said what he said about lalah "may have became"... but amuro killed that path from happening...
Now we look at why Char sought guidance? It is because for a man who was in the military frin the age of 17, zeon academy, then the one year war, then axis which ia a military base, then returned to the earth only to be an earth federation soldier, then the AEUG. then neozeon under his lead, in zeta how could you ask a man who could not till what McDaniel is until someone told him it's a fast food restaurant to know anything outside of military? He even told kamille when kamille asked him why he was a soldier? Char answered it is the only way he knows to make a living, and that is why he never got married. For a man like that who knows himself and knows he needed guidance, he tried to put others in a similar path and wanted to see how they would solve it, so he will do the same as they did and get out of that maze, but they either died (lalah), broke (kamille), stayed a tool (Amuro), and so without a way out, he resolved to solve the earth-space problem in a military way that is destroying tha target... tha reason why humans don't want to elevate to space and become newtyps... tha is "earth."
Char was never a politician. He could not stand politics and always run from it. Without blex, he was suffering and suffocating in the AEUG as its head figure, for a man who values freedom and dignity and respect. He lost all of that in Zeta, in the hands of Anaheim and haman and the assembly, and so he ran off, to return to the MC as a pilot, while having nanai and neozeon politician deal with the things he didn't like, cant you see in axis negotiations in CCA he was seated behind everyone not participating? He was just a symbol in neozeon, and everyone was working things for him, a man who sees himself as a clown for acting in something he didn't understand.
What Char didn't know that is lalah was not going to give him the guidance he wanted to begin with because she didn't even care about the earth and only wanted him to stay safe in a possessive way.
And in the end, tomino said in an interview with anno in CCA Friends Club that he waited to distance himself from the colonies' ideology in his early works, because he realized earth itself is a large colony, and so we got to habe turn A gundam and G reco...
That means tomino didn't find a solution for Char and his desire to save the earth other than dropping axis... because there was not a character who was strong and capable of guiding Char in a real way, not mara morals.

And it needed a lot of work and fixing, he ended it, on a bad way as if you looked beneath the storyline it symbolizes his struggles to brake free from gundam but he couldn't thus the ending is like that... it is terrible and sad.
