What does it have to do the absence of J in Hebrew? Nothing. Judea is not a Hebrew word, it's English.

FYI, the Latin Palestina derives from the Greek Palaistinê (circa 500 BCE), which derives from the Assyrian Palashtu (circa 800 BCE) which probably derives from the Egyptian Peleset (circa 1200 BCE)

Since Palestinians are mostly Arabs, thus semitic, it's pretty obvious there is a connection.
This does not make them indigenous of a land where they for the most part settled after the Jews.
