Kaduna Has Keyed Into Tinubu’s Reform Agenda—Uba Sani
Governor Uba Sani has reiterated that Kaduna State remains committed to providing the enabling environment for businesses to thrive, by aligning with the reform agenda of President Bola Tinubu.
The Governor pointed out that over the years, his government has pursued deliberate reforms aimed at improving transparency, strengthening institutions, simplifying government processes, promoting investment, and enhancing service delivery.
Governor Uba Sani made these remarks at the technical session of the Presidential Enabling Business Environment Council (PEBEC) nationwide town hall and state engagement tour, which held in Kaduna on Thursday.
Represented by Commissioner of Business, Innovation and Technology, Mrs Patience Fakai, he noted that the reforms have already started yielded tangible results.
‘’In the most recent Subnational Ease of Doing Business assessment, Kaduna State was ranked as the second-best performing state in Nigeria. While we are proud of this achievement, we recognize that reform is a continuous journey and not a destination,’’ he emphasised.
The Governor expressed optimism that ‘’today’s technical workshop presents an opportunity for us to deepen our understanding of critical reform areas, including Regulatory Impact Assessment, investor experience management, harmonization of levies and fees, commercial dispute resolution, digital reforms, and the metrics that drive subnational competitiveness.’’
According to him, Kaduna State is ‘’particularly pleased that this engagement provides a platform for learning, peer exchange, and collaborative problem-solving.’’
‘’The lessons and recommendations from today’s sessions will undoubtedly strengthen our reform implementation efforts and help us sustain our position as one of Nigeria’s leading investment destinations
Governor Uba Sani encouraged all participants to engage actively, share experiences openly, and take full advantage of the expertise that the PEBEC team has brought to Kaduna State.
In her address, the Director General of PEBEC, Princess Zahrah Mustapha Audu, said that the engagement reflects a fundamental principle that underpins the President’s Renewed Hope Agenda,
According to her, President Tinubu believes that ‘’sustainable economic transformation can only be achieved when the Federal Government and the States work in close partnership.’’
‘’The future of Nigeria’s economy will not be determined in Abuja alone. It will be determined in states like Kaduna—through the strength of local economies, the competitiveness of businesses, the quality of infrastructure, the effectiveness of institutions, and the confidence that investors have in the opportunities before them,’’ she added.
Princess Zahra pointed out that Kaduna State possesses significant competitive advantages because of its strategic location as the gateway to Northern Nigeria, its extensive transportation networks and vibrant agricultural sector.
She also listed its ‘’ growing industrial base, strong educational institutions, abundant human capital, and emerging opportunities in manufacturing, logistics, technology, renewable energy, and agribusiness position it strongly as one of Nigeria’s most attractive investment destinations.’’
‘’The state’s proximity to major markets, its rail and road connectivity, industrial estates, and commitment to business reforms provide a strong foundation for sustainable economic growth and investment attraction,’’ she added.
The DG however said that the challenge is not the absence of opportunity but in ensuring that those opportunities are effectively packaged, communicated, and supported by an enabling environment that gives investors confidence.
She advised Kaduna State to continue strengthening deepening reforms that improve the ease of doing business, enhancing infrastructure and supporting private sector growth.

Kaduna Leads New Governance Milestone as All 23 LGAs Adopt OGP Framework to Strengthen Primary Health Care
Kaduna State has achieved another landmark in governance reform, becoming the first subnational government in the world to begin the domestication of the Open Government Partnership (OGP) framework across all 23 Local Government Areas (LGAs), with a strategic focus on enhancing Primary Health Care (PHC) delivery.
The initiative was launched during a three-day Orientation Workshop for Local Government Chairmen on the Domestication of OGP for Improved Primary Health Care Delivery held in Abuja.
Organized by the Kaduna State Planning and Budget Commission and the Ministry of Local Government Affairs in partnership with EngenderHealth and the Open Government Partnership National Secretariat, the workshop brought together local government chairmen, government officials, civil society organizations, and development partners to advance transparency, accountability, and citizen engagement in healthcare governance.
Representing Governor Uba Sani at the opening ceremony, the Deputy Governor, Hadiza Sabuwa Balarabe, reiterated the administration’s commitment to strengthening primary healthcare as a key pillar of Kaduna State’s Rural Transformation Agenda.
She emphasized that robust primary healthcare systems are essential for effective healthcare delivery and noted that access to quality healthcare is fundamental to economic prosperity, social stability, and human capital development.
According to the Deputy Governor, extending OGP principles to the local government level will enhance transparency in resource management, improve accountability in service delivery, and create greater opportunities for citizens to participate in decision-making processes.
She urged local government chairmen to recognize healthcare delivery as a core governance responsibility, stressing that challenges such as preventable maternal and child mortality, low immunization rates, and weak health systems require decisive leadership and accountability.
Dr. Balarabe also called on the chairmen to translate commitments made during an earlier retreat in Kano into measurable actions by prioritizing primary healthcare and embedding open governance practices within their councils.
“Government delivers better results when it operates transparently and in partnership with the people. Openness enables citizens to contribute to decision-making, monitor public services, and hold institutions accountable for outcomes,” she stated.
In his remarks, the Civil Society Co-Chair of the OGP National Secretariat, Uchenna Asirukwo, praised Kaduna State for its leadership in advancing open government reforms in Nigeria.
He noted that Kaduna was the first subnational government in the country to join the Open Government Partnership and has consistently championed reforms that promote transparency, accountability, and citizen participation. He described the decision to domesticate OGP across all 23 LGAs to strengthen primary healthcare delivery as another pioneering achievement.
Participants also learned from the experience of Kaduna South Local Government Area, which shared lessons from its role as the first local government globally to apply OGP principles to primary healthcare service delivery.
The workshop attracted senior government officials, civil society organizations, and development partners, including the Gates Foundation, Lafiya Programme, EngenderHealth, and UNICEF.
