Changing the actual setting in the file is a bandage fix as well as it always gets reverted no matter what I do.

/run SetCVar("turnspeed", 180)

This is what I have to use when it happens, which wasn't always jsut when logging in but sometimes when mounting up triggers the turnspeed change and it pissed me off so much.
