When exactly did Shea find out Calix had a girlfriend outside BNK? Did Lans and Cianne already know when they kept pushing the Gehlee-Calix narrative? Or was it a private conversation between Shea and Primo that Shea never shared with them?

There's a difference between unknowingly shipping two people and deliberately pushing a narrative despite knowing the truth.

In the eyes of the abused the actor and those who enabled the act are one in the same. This is me speaking as a SA victim. They're a big factor why G was harmed. One did the act while others aimed it at her.
