RE: #Azerbaijan's no-show for the meeting with the EU, Armenia, France and Germany.

It's not much of a surprise. Since the end of the 2020 war, Baku has resisted France taking a formal role in the peace process as it sees it as biased in favor of Armenia.

A request for #Turkiye to take part would have been to act as a counterweight to that. (ie Armenia has its best friend at the table, so why can't we?)

Azerbaijan still says it will participate in a 3-way format with the EU and Armenia.

Also, it is relevant to recall Pashinyan’s speech at the Council of Europe Summit. The Armenian president recognized Azerbaijan’s 86,600 square kilometers territory which includes Nagorno-Karabakh.
