Finance Minister Bihi I. Egeh excluded @ssckhaatumo from the Somalia Urban Resilience Project (SURP)—which funds roads, bridges, sewage, and sidewalks in FMS capitals.

All other FMS regions are included 👇🏿

🟨 Hirshabelle (Beledweyne)

⬛️ SSC-Khaatumo (Laascaanood)? ❌ Omitted. Ignored. Erased.

This is NOT a bureaucratic error. It’s a political decision—with serious legal and territorial consequences.

🟥 Who’s Responsible?

👉🏿 Minister Bihi — deliberately blocked SSC inclusion to protect his political base.
👉🏿 PM Hamza — watched it happen, said nothing.
👉🏿 Ali Hosh @AliYusufHosh (Interior) — project falls under his ministry; he’s in LasAnod, yet silent.
👉🏿 DG Suleiman — from SSC, drafts projects, but no pushback?
👉🏿 MP Cabdi Qowdhan @CabdiQowdhan — Finance Committee Chair. Where’s the oversight?

🟥 What About the World Bank?

📌 The Bank says disbursement depends on a “subsidiary agreement” between FGS & Somaliland.
But this is misleading.

💥 No World Bank funds move without the Bank’s approval.
Yet it signed off on a plan that:
•Contradicts Article 48 of Somalia’s Constitution
•Ignores SSC’s federal recognition
•Acknowledges Hargeisa, but not LasAnod

🛑 So we ask:

👉🏽 What’s a PM for, if not to defend the Constitution and national unity?
👉🏽 What’s a Finance Minister for, if not to serve all Federal Members equally?
👉🏽 How can SSC-Khaatumo build resilience when it’s erased from the very roadmap?
