Last week, my mom got a "pied-a-terre" tax notice. She has lived full-time in her townhouse FOR 30 YEARS (she and my dad bought it for under $1 million). She has no other residence.
Is NYC not bothering with basic checking of its own tax lists?

The typical Manhattan grocery store grosses $25 Million - $50 Million with a margin of 1.6%. So a MandaniMart (tm) would run a $10 Mil loss and bankrupt nearby stores causing blight, and loss of tax revenue. Any other hot ideas?
@AffordAnything 5 grocery stores in a city of more than 8 million are going to help a very small number of people. It would be better to teach people how to shop smart (use coupons! buy fresh fruit at street corner carts! buy on sale! buy in bulk!)
