National Apprenticeship Promotion Scheme (NAPS) is such a scam.
These 18-22 year old boys are recruited in mass and engaged in non-skilled jobs for 3 year period rapidly replacing poor unskilled contract labourers who most probably would be the sole bread winner of the family.
