Rich nations are rich because they offer a stable environment for people to associate into more complex forms of organization that can produce value
Education comes after that and only works insofar the economy is actually producing the roles for which the education is preparing them for
If the economy isn't producing such roles, then at best you get brain drain. At worst you take insane hours from peoples lives just to produce overqualified people whose knowledge and skills will only deteriorate over time. Oh and also people will have less kids.
Now guess who benefits from the belief that education is the most important thing and needs infinite resources from the State
I'll be honest, I'm starting to just not believe in human capital. It just seems incorrect to me that being able to educate large numbers of people is the main reason why rich countries are rich

call me an arrogant retard but i think i am one of the closest to the solution to the hard problem of consciousness
from dissipative patterns to autocatalytic loops to explicitly bounded agents and everything that comes after, it's the same move of the organizational pattern folding onto itself to access higher-dimensional configuration spaces
once enough of the organizational pattern becomes available to itself, of course at some point this is going to have a perspective, and of course the perspective will be real to itself because it is self-constraining in a self-constitutive way
if you see what i'm saying, you stop thinking "why is there something it is like to be anything?" and start thinking "how could it not be the case?"
