Pakistan doesn’t have a tax system. It has a punishment system.
It punishes the salaried, the documented, the consumer, the electricity user and the petrol buyer; while privilege negotiates, litigates and escapes.
That is not revenue mobilisation.
That is fiscal injustice.

Forget Pakistan—have you ever seen such growth in tax collection from a single sector anywhere in the world over a 5–6 year period? This happened despite the highest number of people leaving the country, extreme inflation, struggling businesses, low economic growth, minimal addition of new salaried taxpayers, and almost no impact from annual salary increases. It is unprecedented and suffocating.
According to recent data from the Federal Board of Revenue (FBR), the salaried class paid more income tax than exporters, retailers, and property buyers/sellers combined in the first seven months of the current fiscal year, contributing Rs315 billion.

Amongst many other gems is this explanation of the root of the PPP mode of government:
“Nothing oils the wheels of elite capture like a corrupt bureaucracy. Seasoned bureaucrats hold that officers were generally appointed on merit in Benazir Bhutto’s time, but this changed after her assassination in December 2007. “As soon as PPP’s victory in the 2008 election seemed assured, officers began to get calls from the PPP leadership telling them to refrain from recruitment and from making any appointments,” says Rashid Saleem*, a retired assistant commissioner. “As soon as they came in, they began to recruit their own people.”
The passage of the 18th Amendment, say old-school bureaucrats, removed the guardrails entirely. “The 2012 recruits were rapidly promoted and are now in grade 19. Soon they’ll be in grade 20, secretary level. God help Sindh when that happens,” says Mr Saleem.”

Karachi Airport: An Institutional Failure on Full Display
Karachi’s Jinnah International Airport has quietly turned into a place of embarrassment for international travelers and daily humiliation for Pakistani citizens.
Let’s be clear. Many countries still use physically manned immigration counters. That is not the problem. The problem is basic operational incompetence.
At Karachi Airport, immigration queues are arranged vertically instead of horizontally. One officer is expected to manage three parallel lines. This is not queue management. This is chaos by design. I have travelled across, have never seen such a layout at an international airport.
An FIA officer candidly admitted what passengers already know:
They are exhausted from repeatedly explaining the problem to airport staff, but there is no willingness or capacity to fix it.
Passengers routinely spend 2 to 4 hours just to clear immigration.
And it doesn’t end there.
Baggage handling is another endurance test. Bags are reportedly scanned before being placed on the belt, causing long delays. After waiting close to an hour to receive your luggage, passengers are then asked to scan the same bags again while exiting. This is not layered security. It is duplication without logic.
Outside the terminal, the situation deteriorates further. The pickup area resembles a political protest site rather than an international gateway.
The Pakistan Airports Authority appears to be operating in permanent reaction mode, as if waiting for a security incident instead of preventing one through planning and flow management.
These are not technology problems.
These are governance and accountability failures.
Airports are a country’s first and last impression. Right now, Karachi Airport reflects systemic apathy, poor coordination between CAA, ASF and FIA for airport operations, and a complete absence of service design thinking.
Pakistan can do better. But only if institutions stop normalizing dysfunction.
Pakistan has been reduced to begging for monthly extensions on a loan it hasn't been able to repay. The UAE granted a 30-day handcuffed reprieve on $2 billion.
The Emirates have doubled the interest rate from 3% to 6.5%, squeezing $130 million annually from a country where exports have collapsed 7% and foreign investment has halved. Prime Minister Shehbaz Sharif admitted to exporters that he feels embarrassed traveling the world with his hand out, unable to refuse whatever conditions come attached. Pakistan's $16 billion reserves are a mirage built on $12 billion in Gulf deposits. When your creditor calls every month to decide your fate, you're not a partner. You're a client state on a very short leash.
When you stop reading books, you start losing verbal dexterity, depth of thought and imagination.
