The Iranian regime has launched a new crackdown to hunt down conscripts who avoided service, going door to door to inspect businesses, ban employers from hiring them, and report those eligible for conscription to the Iran’s conscription enforcement agency. These young men are denied the right to work, study, or live freely if they don’t submit to conscription.

This is the system that produced IRGC conscripts, young men forced by law into the IRGC under threat of arrest or lifelong consequences.

Yet Canada ignores this brutal reality. Officials claim, “No one held a gun to your head, you could have said no.” But in a dictatorship, saying no means no education, no job, no passport, no civil life.

Calling IRGC conscripts “members” is a gross mischaracterization. They were never free to choose. They were victims of coercion, not willing participants. Canada must face this truth and stop punishing the oppressed instead of the oppressors.

2025 Federal Election: Opportunity for Justice and Fair Treatment of Forced IRGC Conscripts

Canada must uphold its commitment to human rights, justice, and fairness by addressing the unjust consequences of the IRGC designation on innocent individuals. Every year, thousands of young Iranian men are forcibly conscripted into the IRGC without choice or loyalty to the regime. Yet, they are now being wrongly punished under overly broad policies that fail to distinguish victims from perpetrators.

This flawed approach inflates counterterrorism statistics while allowing actual regime members—who have stolen vast sums from the Iranian people—to exploit the system and evade justice. Canada must ensure its policies target the guilty, not the innocent.

We demand:

Recognizing Forced Conscription as a Human Rights Violation
· Canada must acknowledge that forced conscription is a human rights abuse and implement fair policies that recognize IRGC conscripts as victims rather than regime affiliates.

· The government should establish clear exemption criteria for conscripts who had no role in IRGC activities.

Ending the Blanket IRGC Designation for Conscripts
· Canada must ensure that only IRGC officials and those directly involved in human rights abuses are subject to legal and immigration restrictions.

· Innocent conscripts should not face exile, statelessness, or unjust immigration barriers due to circumstances beyond their control.

Providing a Path to Fairness for Affected Individuals
· Ministerial guidance should be issued promptly to confirm that individuals conscripted into the IRGC and who did not voluntarily remain within the organization should not be considered members of a terrorist organization under Canadian law.

· Create a clear process for granting ministerial relief under Section 42.1(1) of the Immigration and Refugee Protection Act (IRPA), specifically for individuals who are found inadmissible solely due to conscription into the IRGC.

· Expedite the permanent residency applications for Iranians impacted by conscription and provide clear, transparent communication about the status and progress of security checks.

These demands are not about political agendas—they are about justice, fairness, and human rights. Canada must take a principled and nonpartisan stance to ensure that innocent individuals are not unjustly blacklisted and that true accountability focuses on those responsible for repression—not their victims.

We urge all Members of Parliament and political leaders to consider these fundamental human rights issues as they shape their platforms for the upcoming federal election. We will continue to advocate for justice, fair treatment, and an end to wrongful persecution until these policies reflect Canada’s true commitment to human rights.

IRGC conscripts weren’t soldiers, they were laborers. Why does Canada treat them like high-ranking Iranian regime members and make them inadmissible to Canada despite the earlier protection promises?

The key difference between a soldier and a conscript lies in choice, role, and duty:

1.Choice:

- A soldier is someone who voluntarily joins the military, often as a professional career or for personal reasons (e.g., patriotism, financial incentives, or skill-building)

- A conscript is forced into military service by law, against their will, with no option to refuse.

2.Role & Responsibilities:

- A soldier is trained for combat, military operations, and defense strategies. They willingly participate in warfare and serve under their government’s military command.

- A conscript, especially in regimes like Iran’s, is assigned non-combat, low-level labor tasks such as construction, cleaning, or administrative work. Many IRGC conscripts were used as unpaid laborers rather than actual fighters.

3.Commitment & Authority:

- A soldier can rise in rank, become a commanding officer, and make strategic decisions.

- A conscript serves for a mandatory period (in Iran, typically 18–24 months) and has no authority or long-term military career prospects.

In the case of IRGC conscripts, they were not career military personnel or ideological supporters, they were just young men forced into service under Iran’s military draft. Yet, Canada wrongfully equates them with IRGC officials who willingly joined and actively supported the regime’s operations.
