Rs43 trillion spent –anything fixed?
Four years ago, the federal government’s debt servicing stood at Rs2.9 trillion. It has since crossed Rs8 trillion. That’s an increase of about Rs5.1 trillion -- a rise of roughly 175-180 per cent in four years. Strip it down further: that’s a compound annual growth rate of about 28-29 per cent. Total interest paid in four years: Rs26 trillion.
Cold truth: Debt servicing is not rising gradually -- it is compounding. In four years, interest payments alone have risen by more than the entire federal development budget.Over the past four years, some 117 SOEs (state owned enterprises) -- including PIA, Pakistan Steel, Quaid-e-Azam Thermal, Neelum-Jhelum, Pakistan Broadcasting -- have lost Rs3 trillion.
Red alert: The government owns the enterprises. The taxpayer owns the losses.Four years ago, the government’s pension bill stood at Rs450 billion. It has since crossed a trillion rupees. That’s a percentage increase of 122 per cent over four years; a compound annual growth rate of 22 per cent.
Four years ago, subsidies stood at Rs730 billion. Subsidies have since gone over Rs1,400 billion. That’s an increase of 92 percent in four years; compound annual growth rate of 18 percent. Imagine: the government has doled out Rs4.2 trillion in subsidies over the past four years.
Over the past four years, the government has spent Rs346 billion on the “MNA development envelope” -- SDGs/MDGs-style discretionary funding. Imagine: Three hundred and forty-six billion rupees. That’s about Rs100 crore per MNA.
Cold truth: spending without metrics. Development without planning. Rs346 billion allocated by constituency -- not by strategy.Punjab, Sindh, Khyber Pakhtunkhwa and Balochistan have doled out an additional Rs350 billion to their MPAs about Rs30 crore per MPA.
The arithmetic: MNAs plus MPAs: Rs700 billion in four years. This is Rs700 billion allocated by constituency -- not by sector, not by return, not by https://t.co/6UlepLcbxu 2023, an MNA’s monthly salary stood at Rs180,000. It has since jumped to Rs519,000. That’s an increase of nearly 190 percent. From Rs2.1 million a year to Rs6.2 million. For the entire house, that’s over Rs2 billion a year—salary alone, before perks, privileges, and power.
Look closer: The system does not reward performance. It rewards position.Four years ago, running the federal government cost taxpayers Rs520 billion. The same has since gone up to Rs1,021 billion. That is an increase of Rs501 billion -- or about 96 per cent -- in four years. Punjab, Sindh, Khyber Pakhtunkhwa and Balochistan cost an additional Rs1.3 trillion.
The arithmetic: Federal plus provinces -- Rs2.3 trillion per year.Look closer: The cost of running the government has nearly doubled -- without evidence that the government has.
