Durante décadas, a oferta de casas excedeu a procura, o que ajudou a expandir o parque habitacional do país e moderar o crescimento dos preços.
Nos últimos anos a situação inverteu-se e atualmente a procura de casas está bastante acima da oferta (slide 1). O resultado é conhecido: os preços imobiliários têm subido rapidamente, causando graves problemas de acessibilidade à habitação.
A solução é só uma: oferta, oferta, oferta. Só assim é que este enorme desequilíbrio entre oferta e procura pode ser resolvido, atenuando a subida vertiginosa dos preços das casas.
Neste sentido, tudo o que fizermos para agilizar os licenciamentos e a construção e a reabilitação de casas é bem vindo.
Mas há algo mais que podemos fazer: apostar de forma decisiva na habitação social ou na habitação a preços mais acessíveis.
Na OCDE, somos dos países com menos habitação social (slide 2). Entre nós, menos de 2% do stock habitacional é habitação social.
Em claro contraste, os Países Baixos, a Áustria, o Reino Unido, a França, a Irlanda, a Coreia, a Finlância, entre outros, têm mais de 10% do seu stock imobiliário em habitação social ou a preços mais acessíveis.
É fundamental seguirmos as melhores práticas destes países para melhorarmos a acessibilidade da habitação no nosso País.
