They need to have a human official willing to rule that it affected the play.

The goal wasn’t scored because his toe was over a line. It’s ridiculous to not have a person make the call. Answer me this, do you really believe that goal was a result of an advantage gained by his toe behind?

The on field official needs to watch replay with no line on the screen and be willing to make that call.

If a human ref cant make the call that offsides was the reason for the goal then it shouldn’t be offside.
