Do you believe what Israel surprised God? That he didn't know it was going to happen? The word for mind here is lēḇ (see below). Seeing as God is all knowing, the best understanding of this word contextually would be "heart (of moral character)". God was saying it's against His character.

Something not being "of God" means it's not godly for God HIMSELF tempts no man.

But here are things the bible CLEARLY tells us He does do...

Sends a spirit of slumber:
Romans 11:8 KJV — (According as it is written, GOD HATH GIVEN THEM the spirit of slumber, eyes that they should not see, and ears that they should not hear;) unto this day.

Sends lying spirits:
2 Chronicles 18:22 KJV — Now therefore, behold, THE LORD HATH PUT A LYING SPIRIT in the mouth of these thy prophets, and the LORD hath spoken evil against thee.

He consigns to disobedience:
Romans 11:32 ESV — For God has CONSIGNED ALL TO DISOBEDIENCE, that he may have mercy on all.

Ordains men to lust after women:
Judges 14:4 ESV — His father and mother did not know that IT WAS FROM THE LORD (Samson lusting after a philistine woman), for he was seeking an opportunity against the Philistines. At that time the Philistines ruled over Israel.

@joshwhitlatch Taking away sin is a real tangible thing. It doesn't we still but sins are no longer considered sin. It's a new heart where sin becomes so abhorrent we are incapable of committing it anymore.
