Sounds like fraud. You should turn them in. There are also people doing tax fraud - you should turn them in also. There seems to be no limit to what some people will do including insurance and tax fraud. It's your duty to report. Do you need the IRS or RMA numbers.?

The insurance price is $1.70 and most Farmers receive an average of about $2.00 per pound for an average crop. Kristen is obviously misinformed - the farmer will receive 40% less than a normal year.
