Se perfila un nuevo impuesto cripto a nivel europeo 🇪🇺

Desde hace tiempo circulan rumores en Bruselas sobre la posibilidad de crear un impuesto europeo sobre criptoactivos, como parte de la búsqueda de nuevas fuentes de financiación para la UE.

@politico publicó ayer en exclusiva un documento interno de la Comisión Europea, filtrado antes de las próximas discusiones del Consejo sobre el presupuesto a largo plazo, que ofrece por primera vez detalles reales sobre las opciones que se están explorando. Las stablecoins usadas como medio de pago estarían excluidas.

Se estarían proponiendo dos modelos, a debatir:

💸 Un impuesto fijo sobre transacciones, con los CASPs como puntos de recaudación y reporte.

💸 Un impuesto sobre las ganancias de capital.

Obviamente las estimaciones de la Comisión ponen a la primera de las opciones como la más “rentable”.

Aún y con todo, hay varios obstáculos para que esto salga adelante:

• Requiere unanimidad de todos los Estados miembro.
• Se necesitaría una base imponible armonizada a nivel europeo (y aquí sí que habría problemas, sobre todo de los países más pequeños que tienen fiscalidades más flexibles)
• Habría migración de operaciones fuera de la UE o hacia DeFi y autocustodia.

Importante matiz: esto no es todavía una propuesta legislativa. Pero sí es la primera vez que vemos detalles concretos sobre cómo la UE está pensando en gravar los criptoactivos.

Personalmente, creo que podría quedar en nada o materializarse en muchos años, puesto que no sería difícil para cualquier ciudadano migrar a DeFi o a stablecoins y evitar este impuesto.
