Europe spent decades looking to the USA, seeking to replicate the “Silicon Valley” effect. 🇺🇸
Yet Europe’s key export sector is not digital technology but manufacturing, and manufacturing innovation needs a different kind of finance to scale up than digital innovation does.
Instead of looking at the USA, the policy study turns to China, the world’s largest industrial economy and, recently, its biggest source of industrial superscalers. It first unpacks China’s approach to deploying innovative and modular forms of state-directed government venture capital, particularly through its government guidance funds.🇨🇳
The policy study then turns to the EU, proposing a range of measures:

Renewable-based electrification is the most efficient pathway to reduce dependence on volatile fossil fuel markets for industry, buildings and transport, and deliver energy sovereignty. But accelerating electrification is not simply a technological challenge; it raises important economic, social and political questions. 🔌
❗Electricity remains disproportionately taxed compared to fossil fuels, weakening incentives to switch to clean technologies. Electrification will require significant investments in grids, skills, manufacturing capacity and consumer support schemes.
🛡️ Without adequate safeguards, there is a risk that parts of society may perceive electrification as another burden rather than an opportunity.

The EU depends on the US, which operates on the belief that the relentless rollout of AI across the economy will bring productivity gains and geopolitical advantage that ultimately benefit American workers. But that story is unravelling. As the negative effects become clear, backlash is growing, with US politicians calling for data centre moratoriums and for an AI sovereign wealth fund to redistribute the profits. 🇺🇸
A sustainable AI transition requires active labour market policies and a political response. Yet the EU has no credible answer. The AI Act is not a labour law, offers workers only limited rights and has already been partly weakened by the AI Omnibus. Nothing currently on the table combines the drive for technological autonomy with sustainable social outcomes that benefit labour.
→ Taxation, social conditionality and worker protections are the preconditions for sustainable productivity growth and sovereignty.
