@KoosdlRey The same happens at the Orange/Vaal River confluence in Douglas Northern Cape. If the Orange River is in flood, the Vaal cannot flow normal and thus get blocked by the Orange, causing the Vaal to flood its banks.

@KoosdlRey Just maybe??? The outlet is underwater. Thus, should the sluices to the turbines be opened, the plant could flood because the water that needs to run through the outlet cannot compete with force of the overflow and cause the turbine house to flood? Maybe not all is corrupt?
