As of mid-2026 the National Bank keeps the project in deeper architecture testing.

The 2018 closed pilot proved it could work, but the war shifted every priority toward keeping the existing payment system running under blackouts and cyber pressure. Full rollout is now explicitly tied to post-war conditions.

That original pilot already ran on a private Stellar ledger. So the technical path for a resilient, programmable digital hryvnia (e-hryvnia) was stress-tested years ago on XLM rails, not invented from scratch last year.

That creates a quiet window. While other CBDCs are still choosing stacks, Ukraine already has a working reference design.

The platforms that treat those rails as native rather than bolt-ons will be the ones ready the day the NBU decides the security situation allows it.
