Actually, the 1951 Refugee Convention itself disagrees with your statement.
Article 1F excludes people from refugee status if there are serious reasons they’ve committed serious crimes. And Article 33(2) makes it clear that protection (including non-refoulement) can be revoked if a recognised refugee is a danger to the community - especially after committing particularly serious crimes.
