The baseline is that India has not conceded his demands and the deal is not closing to Trump's liking. If Modi was such a supine character, US would have got a deal on its own terms. So Trump makes these statements time and again to belittle Modi. It is part of his strategy. He does not have too many options. He can't afford to completely wreck ties with India. And he thinks belittling will unsettle Modi and his Indian constituency.
