I don't know. Just my take.
I was bored so I made a thing. Obviously in a perfect world no refunds except for those with dupes, removing one of the dupes, and actively going in to fix everyone's BLP entries so it's as if the bug never happened.
That's a lot more work and based on what they said about their database issues, they might straight up not have the data to do it.
