It depends how the program works, some harm reduction really does help by offering resources for people to get clean.

Some programs that just hand out clean crack pipes doesn't help in the slightest.

Addiction is a complex problem that can't be fixed by simply handing out crack pipes. It requires housing, programs to help people get clean and preventing overdoses.

It absolutely would but it should be handed out at a clinic that can monitor doses and have resources to help people get sober.

Ultimately this is significantly better than letting people just overdose on fentanyl.

People do get clean but not if they overdose and die. If done responsibly it would make a difference but it cannot be allowed to enable people to start using.
