In the first glance it seems well done, but the past has showed that management of discards doesn´t work. For that the first step must be technical measures to improve selectivity of towed gears.

Management and monitoring of bycatches can only be secundary. The solution is to find in technical measures by the gears in the fishery with towed gears. Stopp Rock Hopper trawling as a first step.
