Since 2022, unbearable pain has been caused to the people at the name of avoiding sovereign default and economic stability. Such stability should always be accompanied by real economic reforms. This did not happen. As a result, the country is still in stability phase and the government is set to inflict more pain by exposing people to imported inflation. Free market concept is disastrous without having strong, professional and independent regulators. The country has none of these.

I strongly condemn the killing of Dr. Akash Kumar near Teen Talwar, Karachi. Dr. Akash was a valued member of our Hindu community and a dedicated doctor, he was shot dead after withdrawing money from a bank. I urge authorities for an immediate investigation. The government can No more be supported for its move to keep petroleum levy high at Rs80 per litre on petrol.
1- Levy had been introduced as an alternate to 18% GST to keep money out of divisible pool so it’s not shared with provinces.
2-At 18% GST, the levy rate today should have been around Rs41 per litre.

3-The Govt is charging extra Rs40 per litre, including today’s increase.
4- At GST equal rate, today petrol price could have been Rs270 per litre and diesel Rs293 per litre.
5-The government should Stop punishing people for its decision to keep spending in areas that are in provincial domain after 18 amendment by raising more and more indirect taxes without Parliament’s explicit nod!
6- Constitutional experts should also see whether the National Assembly can delegate power to increase tax rate without setting any upper limit.

Someone in my school, who was underage back then, killed a labourer in broad daylight driving at 140 in a residential area. He absconded to UAE on the first flight. His uncle, a DIG in Police, stole the labourer's body from the hospital, refusing to hand it over until the labourer's family signed an affidavit stating "it was an accident". His dad gave 20k as "bheek" as per his words to the labourer's 2 little kids. He came back in 10 days and bragged about "tera bhai banda maar ke bhi wapis aagya aur Dubai ka tour bhi lag gya" the rest of the time.

حکومت کی جانب سے پیٹرولیم مصنوعات کی قیمتوں میں 18 سے 20 فیصد کمی کے بعد آئل کمپنیوں نے 105 ارب روپے کے نقصان کا دعویٰ کرتے ہوئے شدید احتجاج کیا
دلچسپ بات یہ ہے کہ جب قیمتوں میں اضافے کے باعث انہی کمپنیوں کو ذخیرہ شدہ اسٹاک پر غیر معمولی منافع حاصل ہوا تھا، تب کسی قسم کی شکایت سامنے نہیں آئی۔ مگر اب قیمتوں میں کمی کے بعد نقصان کا رونا فوری طور پر شروع ہو گیا ہے۔

سمارٹ فون/آئی فون پر PTA ٹیکس کیوں؟

پچھلے سال ایم این اے قاسم گیلانی نے مہم چلائی کہ سمارٹ فون پر ٹیکس کم کیا جائے۔ یہ معاملہ بھی سلیم مانڈوی والا کی سینٹ فنانس کمیٹی میں بھی آیا‘ جہاں ایف بی آر کے افسران موجود تھے۔

چیئرمین ایف بی آر راشد لنگڑیال کو ذہین اور حاضر جواب افسر سمجھا جاتا ہے۔ بعض اوقات لگتا ہے کہ ان کے پاس ہر سوال کا جواب موجود ہوتا ہے‘ لہٰذا وہ ہنستے ہنستے اور مذاق مذاق میں اپنی بات منوا جاتے ہیں۔
وہ سمارٹ فونز پر ٹیکس کے حامی تھے۔ ان کا کہنا تھا کہ جو شخص چار لاکھ روپے کا فون خرید سکتا ہے‘ وہ ڈیڑھ سے دو لاکھ روپے ٹیکس بھی دے سکتا ہے۔

اجلاس سے باہر نکلے تو میرے ساتھ گپ شپ ہونے لگی۔

میں نے کہا: آپ کو علم ہے کہ اس ٹیکس کی وجہ سے ہماری نوجوان نسل کتنی پیچھے رہ جائے گی؟ آپ چند ارب روپے ٹیکس تو اکٹھا کر لیں گے لیکن پاکستانی نوجوان جدید دنیا کا مقابلہ نہیں کر سکیں گے۔ 2018ء میں ڈالر ایک سو روپے کے قریب تھا۔ ایک ہزار ڈالر والا سمارٹ فون ایک لاکھ دس ہزار یا ایک لاکھ بیس ہزار میں مل جاتا تھا۔ اب ڈالر 280روپے کا ہے۔ مناسب سا جدید فون بھی تین لاکھ میں پڑتا ہے۔

اوپر سے حکومت نے امپورٹڈ فون پر ٹیکس لگا دیا‘ جو ڈیڑھ سے دو لاکھ روپے تک ہے۔ مطلب یہ کہ ایک جدید فون اب پانچ سے چھ لاکھ روپے تک جا پہنچا ہے۔

اب دنیا سمٹ کر سمارٹ فون میں آ گئی ہے۔ اسی فون کے ذریعے آپ نے سب کچھ سیکھنا اور آگے بڑھنا ہے۔ اب جدید فون عیاشی نہیں رہا۔

بھارت میں متوسط طبقے کے تقریباً ہر فرد کے پاس سمارٹ فون موجود ہے۔ ایک تو وہاں ڈالر 72 روپے کا ہے (اب شاید 95 روپے کے قریب ہے)‘ یوں انہیں آئی فون ایک لاکھ روپے سے بھی کم میں پڑتا ہے جبکہ ہمیں تقریباً تین لاکھ روپے کا فون اور ٹیکس ملا کر پانچ چھ لاکھ روپے کا۔

اب جبکہ آئی فون بھارت میں بن رہے ہیں‘ پچھلے سال 70فیصد آئی فون بھارت میں تیار ہوئے۔ آپ نے اپنے نوجوانوں کو بھارت کے مقابلے میں لانے کے بجائے الٹا یہ فون ان کی پہنچ سے باہر کر دیا ہے۔

ایک اندازے کے مطابق اس وقت سوا لاکھ بھارتی نوجوان امریکی ٹیک کمپنیوں میں کام کر رہے ہیں جبکہ پاکستان کے صرف دس ہزار نوجوان ہیں۔

وجہ یہی ہے بھارت کا نوجوان جدید ٹیکنالوجی سے جڑا ہوا ہے جس میں اب جدید سمارٹ فون کا اہم کردار ہے۔

آپ چند ارب ٹیکس کما لیں لیکن بھارت نے اپنے نوجوانوں کے ذریعے پوری دنیا کی ٹیک مارکیٹ پر قبضہ جما رکھا ہے۔ آپ سمارٹ فون پر ٹیکس لگا کر اسے مزید مہنگا کر دیں اور بھارت سمارٹ فونز کی فیکٹریاں لگا کر اپنے ایک لاکھ روپے سے بھی کم میں اپنے نوجوانوں فراہم کر رہا ہے۔

آپ اپنے نوجوانوں کو خود ٹیکنالوجی کی دوڑ میں پسماندہ کر رہے ہیں کیونکہ وہ مہنگے فون خریدنے کی استطاعت نہیں رکھتے جو جدت کی حیران کن شکل ہے۔ اب ایسے ایسے حیران کن فیچرز آگئے ہیں جو آپ کی اس دنیا میں ترقی کے لیے ناگزیر ہیں۔
میرا اپنا فون تین سال پرانا ہے‘ میں بھی اب نیا فون نہیں خرید سکتا کیونکہ دو لاکھ روپے ٹیکس کہاں سے لائیں؟

راشد لنگڑیال بولے: آپ کی باتیں مجھے تو سمجھ آ رہی ہیں‘ آپ کسی دن ہمارے افسران کو بھی یہی باتیں سمجھائیں۔

چھ ماہ سے اوپر گزر گئے لیکن وہ دن کبھی نہیں آیا کہ ہم ایف بی آر کے افسران کو سمجھا پاتے کہ اپنے نوجوانوں کو اس جدید دنیا میں چند ارب روپوں کی خاطر کنویں کا مینڈک نہ بنائیں۔

مہنگے ڈالر کی وجہ سے جدید سمارٹ فونز ان نوجوانوں کی ریچ سے پہلے ہی نکل گئے ہیں اوپر سے ڈیرہ سے دولاکھ تک کا ٹیکس۔۔۔ کہاں سے لائیں۔
